Romney is not a natural-born citizen. His father was not a citizen at the time of Mitt's birth(Mexican). Article II does explain the difference between citizen and natural-born citizen. Three conditions need to be met, 14 years in country, 35 years of age and natural-born citizen or citizen at the time of adoption of the Constitution. Citizen at the time differs from natural-born, which is born to two citizen parents.
