Unemployment report is 'impossible' NOT SO FAST!!!

How is this interpretation possible (7.8%), without manipulating the data??? it's quite Simple... In other words, how did Obama get 1+1=5???

A few months ago, the Obama administration issued an executive order telling states that they could waive the work requirement for welfare recipients. (That would allow states to reduce the number of welfare recipients expected to work, reduce hours of work, eliminate penalties for not working, or even expand what counts as work..... Work now includes such "activities" (to name a few) such as bed rest, massage, or smoking cessation classes. I am sure there are a few thousand other activities that count as work...
