As an ally of Turkey,he would have definitely been in close touch with Erdogan and would know much more than we do about the situation.

I don't think the elites want a full scale war - just a societal collapse, with all the useless eaters killing each other off - A new caliphate, Iran and NK doing EMP attacks, Israel being forced to use it's Sampson option should suffice.
