why americans produce such good engineers?

I think a lot of Europeans, especially Brits would beg to differ with you. Sure, the United States does produce good engineers, and they have invented lots of great things, but if you want to see where the real game changers were invented in terms of engineering you need to look to Europe, especially the UK.
Europe (inc. the UK) gave the world things like modern industry, railways, metal architecture, jet engines, computers - the list goes on....

They produced greatest engineers but from the reports i hear from industry.the recent engineers from UK univ are not upto mark..but the older engineers(age > 40) are still good UK Universities are still the 2nd best in the world after America. Plus some of the worlds leading engineering firms, such as Arup, are still from the UK.
