Nip it in the bud right away. Call 911 and tell them you saw someone running out your back door on your way in tonight. You think it was your neighbors. Tell them where they live. It'll be your word against theirs, but now, the cops are familiar with them. The cops will probably go to talk to them. If they get mad at you, tell them you didn't get a good look, just thought it was them. But police have their info, they know it. And they're suspected as the number one place to go to in case of a problem at your home.

I'd be willing to bet there are a lot more people in graves because they DIDN'T do something like this, than there are in jail for doing it. It would have to be dark outside and happen before you turned the house lights on. If the guy's just got out of jail, they could be on parole. One visit from the police would put them on a watch list.
