I don't think (based upon lack of reported response by Turkey) that this is a new incident. Rather, just a more detailed account of the Syrian shell the hit Turkey earlier today.

Turkish military fires shells into Syria

Turkey's military has fired artillery shells into Syria shortly after two mortar rounds fired from the crisis-hit Arab state slammed into the Turkish territory.
Turkish state TV says the Friday firing was in retaliation for two shells landed in Turkey from Syria earlier in the day without specifying where the incident occurred.

Syrian anti-aircraft shell hits Turkey

ANKARA, Turkey -- An anti-aircraft shell from Syria hit an empty room of a health center inside Turkey, a private news agency reported Tuesday. No injuries were reported.

The shell pierced through a window of the health center some 200 meters (yards) inside the Turkish border, in the town of Reyhanli and ricocheted five times before hitting a wall, the Dogan news agency reported. An investigation was launched into the incident, the agency said.

Syria violence rages despite UN truce hopes

DAMASCUS: Deadly clashes in Syria showed no signs of easing on Tuesday, even as the United Nations said it has plans to assemble a peacekeeping force in case a truce proposed by its special envoy takes hold.

Warplanes raided a district of the northern city of Aleppo as fighting across the country kept up unabated, three days ahead of the Muslim feast of Eid al-Adha during which peace envoy Lakhdar Brahimi has proposed a ceasefire.

October 23, 2012: The rebels are getting anti-aircraft missiles and as these weapons show up in one area after another the Syrian Air Force must bomb from a higher altitude. This means much less accurate attacks since the government does not have smart bombs. Fewer rebel fighters and more civilians are being hit.
