Stops like this really piss me off....

I was stationed in our worst area for SEVEN years as a training officer. ...

These cops on this recording made the situation worse. First thing the Officer says "Oh, YOU again..." This takes away the idea that the officer is dealing with an unknown suspect and should limit the scope of the contact... Secondly, an officer mentions that the subject has an empty book bag, yet then opens it and searches??? (Not to mention the direct threats made throughout the contact)

I'm not in New York, but I am in America.... The "Frisk" is a term used loosely by Law Enforcement and generally is limited by several factors as outlined in case law (Terry V. Ohio) How the hell are they skirting the 4th amendment with this?
