Because they are a conglomerate of many different Tribes!
Italy is since many, many Centuries a melting Pot.
But there are very white ones in the mountainous North.
Quoting: the mighty Atom And, incidentally, the whiter northern Italians have higher IQ, and are more economically productive, while Sicily in the darker south has the Italian mafia as it's main claim to fame. It's impossible to speak about these things without getting into racist territory, because whether you like it or not, the truth is racist.
