Can't say I blame them. In 1991, they were the ones who appeared to be weak and we were the ones who were strong. Today after we have unleashed a decade of high profile wars that have completely embarrassed their older technology used by others who were less than competent in the Middle East, we have a weak president, a faultering economy, and a war-weary public.

I'm not saying I don't want an arms agreement or that I want a freshly re-armed Russia, but the Russian Bear is much stronger now than it was then and our state department and executive branch hasn't been this weak since Jimmy Carter.
