Those that are unable should get assistance as necessary but it should come from private sources first, mainlt family, church or clubs, then from the local community and any welfare should be administered by the local government. And he SAYS that they think that they are *entitled* to education, housing, and even food! And he SAYS that he doesn't care about them. It wasn't taken out of context. In fact, there are worse parts further along on the tape. His own words expose him as a Bernie Madoff/Ken Lay/ type who doesn't give a damn about us serfs. But let's be serious.
