Electrical Grid Rationing?

I just wanted to know if anyone else has noticed a rise in their eletricity going out more often and for apparently no reason?

We are all used to it going out during bad storms, but this is during bright sunny days or during the middle of the night. Its not just me, friends and neighbors are starting to discuss this issue and it appears it is happening all across the country.

My question: Is the grid so overwhelmed that there are necessary brown outs to keep the whole thing from crashing? Or is it the overbearing new EPA restrictions that Obama put in place that they are doing this on purpose much like weaning a baby off nursing?
