They have done it where the thermal heat is pretty high in the crust. The problem with it is that the steam isn't as powerful as one would find in say a coal boiler. Its not as hot. As for drilling deep to hit sufficiently hot water/steam - most places you would have to drill deeper than we have ever drilled before. The Geothermal taps in California report more minor earthquakes with 'drilling' of the steam fields - I would suspect that drilling deep enough to relieve pressure deeper would have a similar effect - cause quakes.
