In my perfect belief structure Jesus and Satan are the ultimate good cop/bad cop combo, and God partnered them together so they could resolve their differences and fight crime alongside each other because they were both loose cannons and still somehow too effective at converting sinners, and if left to their own devices God would have nothing fun left to watch.
