Obeying the chain of command is a duty not a choice. the orders will differ. some of the brass will split and side with their family and friends Sounds like grounds for arrest and courts martial. Generals who commit treason tend not to be generals for long. The points you are talking sounds like civil war to me. In that case, the winner will decide who is guilty of treason.
