It's in place so that states like Texas and California do not carry the majority of the popular vote and out-vote smaller states, thereby not giving them a voice. |

Or like when 1988 when dems got 45.65% of the popular vote but got 20% of the electoral votes. or in 1992 when Ross Perot got 18.9% of the popular vote but a whopping 0 electoral votes. |
