It depends...muscle weighs more than fat. Measurements are a much more reasonable way to measure your body. I'm a 5'8 female who weighs b/w 140-145. My waist is 26 inches, chest and hips 35. My arms are 9 inches. I run and exercise almost every day. I eat healthily. I'm 29. I'm a size 4-6 jean (depending on the cut).
When I was 19, I weighed 117 and my measurements were about the same, slightly smaller in my arms and thighs and a wider waist. I was a size 2 jean.
So really, it depends on how you want to look.

(coz i went from unbelievably small waist to a rather big one=)
