the emphasis on martial law means they anticipate their position and the corrupt laws they create as losing legitimacy ... therefore the need for 'force'... therefore, it will never happen; martial law means an open admission of the moral wrong.
They have to keep this ideological; they must assimilate or they fail. Its like the US/Israel constantly sabre ratling about Iran. Truth is, they will never actively INVADE Iran; and we will NEVER see martial law.
