upon further analysis.

It's a big polyethylene balloon, the balls you see on it are weights, the legs you see on it are plastic to give structure.

the balls were put there to give it ballast to keep it on its legs.. It's basically just a big ballasted kite. Now, who made it or its purpose, I have no clue.

cmon folks, look at the picture, the sun was in the opposite direction of the sky from the surface, giving it a reflective appearance.

I've seen craft before, up close and personal, and it gives you an immediate sense of discernment while you're shitting your pants... there is no mistaking them for balloons, believe me, NONE whatsoever.
