Blinking "Transmitter" in Obama's Jacket
You can see some type of transmitter blinking in his jacket seam (his right arm).

Just go to 10:27 & 33:53 & 38:44 (a lot of blinking starts here). There are multiple times throughout the debate where you can see this "transmitter" blinking. I did watch the debate live on HD and it was irritating.
