As we are often reminded, TPTB "never let a good crisis go to waste". Regardless of the cause of any disaster, they will use it to their advantage. This is simple history and understanding the mindset of those who would be kings.

I fully understand the weather service's position. But this hardly means there can't be a conspiracy. The reason "proof" is rarely offered is because by its nature a conspiracy is covered in plausible deniability. They plan far ahead and have contingencies in place for a variety of scenarios. If they weren't capable of such planning, they'd hardly be qualified to run a government. The issue is whether they use those talents for good or evil, and I think there can be no doubt by now which one it is.
