African Americans by and large ARE NOT liberal in their social values. They are very much Christian. Church attending and practicing. Black churches are a hell of lot more lively than churchs for any other denomination.
The reason inner cities look like 3rd world countries is cause of drugs. The violence, the promiscuity, the high school drop out rate, etc. ... all due to drugs.
Drugs, drugs, drugs.
End the drug war, watch all indicators of health rise.
