1. Docks are not fully operational
2. Trucks cannot even get into Port
3. You have to have the right trucks!

Reality is no matter when they fix not only the Docks but also the Rail Lines, we will have significant back log and bottle necks.
The things that were diverted away from the NY Harbor, will also require trucks to get to the area in some way, shape or form. Even if they Train to Philly, unload and Truck in, they don't have the Gas Supply for that many Trucks.
