Wow, someone needs to go back to grade school math class.
Those numbers are fake as all hell.
Just giving another reason to hate on the poor is all.

Beaurocracies are all alike - their first priority is to look after themselves, their fat plushy careers, entitlements and pensions, public image, political ideologies etc ......................last on their list is actually the people they are supposed to be helping.
