hey OP, i had a similar problem in my apartment complex, so you know what i did when complaining fell on deaf ears?

i got the absolute hugest box of laundry detergent and a couple boxes of dryer sheets and put them on the small table in the laundry room, and a "need a quarter/leave a quarter" box with about 5 bucks worth of quarters, and i put up a sign that said "feel free to use this stuff, but PLEASE leave this place a little cleaner than when you came in -signed guy from apartment 1B"


it actually worked, people kept the place in respectable shape, and somebody else replaced the big box of detergent once it went empty, and the quarter box would almost always have at least a bit of change in it.
