Steering Hurricanes
U.S. Patent Application 20100072297 describes a method for controlling hurricanes.

In recent research supported by the NASA Institute for Advanced Concept, Ross Hoffman advanced his theory of “chaotic” system. This theory of so-called “butterfly effect” shows a small nudge in a chaotic system, for example hurricane, can produce chain reaction big enough to knock the hurricane off its course and also reduce its strength.

According to Savla and Shah, their invention proposes to bring about small changes in temperature by using a fleet of flying jet planes with afterburners. Flight patterns, locations in the hurricane structure and number of aircrafts as well as duration of flights are determined doing a computer simulation using an appropriate software program

X-Band Radar Hurricane Steering

The US government is using the HAARP Sea-Based X-Band Radar (SBX) platform to intensify and steer the man made Hurricane Sandy. Hurricane Sandy is Obama’s October surprise – create and steer a hurricane and cause mass destruction. The US Air Force / Navy SBX is steering Hurricane Sandy into New York City.

This isn’t the first time the US government steered a hurricane into a major US city. In 2005 they (George W Bush and Dick Cheney) successfully steered Hurricane Katrina into New Orleans. In 2010 NASA successfully intensified Tropical Depression Earl into a Category 4 Hurricane and steered (controlled its path) Hurricane Earl for 11 days in Project GRIP (Genesis and Rapid Intensification Processes).

On August 11, 2010 NASA announced that it was less than 2 weeks away from initiating Project GRIP (Genesis and Rapid Intensification Processes) – their quest for the holy grail of hurricane research. Project GRIP discovered the exact conditions required to kickstart a tropical depression into a hurricane. Scientists already knew how hurricanes develop and how to steer them but NASA wanted to perfect the processes that intensifies depressions to form into very intense, spinning storms of mass destruction. NASA was creating a weather modification weapon of mass destruction.

“Hurricane formation and intensification is really the ‘holy grail’ of this field,” said Ed Zipser, an atmospheric scientist at the University of Utah and one of three program scientists helping to lead the Genesis and Rapid Intensification Processes (GRIP)Project.

“We want to see storms that become hurricanes, and we want to see some that don’t become hurricanes, so we can compare the data. The same is true for hurricane intensification.” ~ GRIP Project Manager Marilyn Vasques

NASA used various weather modifying technology to develop, intensify and steer a hurricane. The available technology included a powerful microwave radiometer and a “radar” and a NASA-designed and built lidar (laser radar). The laser radar were mounted on a Global Hawks and were used to heat the top of a hurricane – to weaken a hurricane and steer them. The “radar” that NASA used was the Sea-Based X-Band Radar - a floating, self-propelled, military controlled and operated mobile radar station capable of operating in high winds and heavy seas. The Sea-Based X-Band Radar Platform (SBX) is part of the U.S. Defense Department Ballistic Missile Defense System.

How cloud seeding steers hurricanes

Hurricanes form when air warmed over the ocean rises to meet the cool upper atmosphere. The heat turns to kinetic energy, producing a spiral of wind and rain. The greater the temperature differences between top and bottom, and the narrower the eye of the hurricane, the faster it blows.

Heating the tops of hurricanes by scattering carbon particles or chemicals from aircraft flying above the storms would cause changes in the airflows within the storm. Satellites could also heat the cloud tops by beaming microwaves from space. The unmanned X-37B is such a system. The X-37B was launched into orbit by the US Air Force from Cape Canaveral using an Atlas V rocket. It looks like a mini-Space Shuttle — but its purpose has been a secret – until now.

The X and B of its name reveals it true purpose. The X and B stands for X-Band. The 37 is the scintillation index at X-band (m = 0:37). X-band is a segment of the microwave radio region of the electromagnetic spectrum. The X-37B is therefore an orbiting X-band phased array antenna consisting of thousands of antennae driven by transmit/receive (T/R) modules. T/R modules are multi-functional circuits that can transmit, receive, and amplify signals. While in orbit it can be maneuvered by the United States military to any part of the Globe whereby it is positioned to heat up the ionosphere above a target area. A second X-37B was launched on 5 March 2011 with the mission designation USA-226. The military spacecraft is operated and controlled by the United States Air Force, which did not revealed the specific identity of the payload for the first flight – meaning the mission is classified. The Air Force has stated only that the spacecraft will “demonstrate various experiments” … involving “satellite sensors, subsystems, components, and associated technology”. The vehicle is capable of being on-orbit for up to 270 days. The Air Force stated the mission time would depend on progress of the craft’s experiments during orbit.

The X-37B Military Space Plane was scheduled to be launched on October 25, 2012 but technical difficulties have postponed the launch until November 13, 2012. The X -37B top secret mission, also known as Orbital Test Vehicle-3 (OTV-3), was slated to blast off atop an Atlas 5 rocket on Oct. 25 from Space Launch Complex 41 at Cape Canaveral Air Force Station in Florida. The liftoff is now scheduled for Nov. 13, according to ULA. Anyone seen an unscheduled or unannounced launch from Cape Canaveral just prior to the formation of Hurricane Sandy? The X-37B was developed solely as a weapon of mass destruction using its phased array antenna.

A phased array antenna is composed of lots of radiating elements each with a phase shifter. Beams are formed by shifting the phase of the signal emitted from each radiating element, to provide constructive/destructive interference so as to steer the beams in the desired direction. The signal is amplified by constructive interference in the main direction. The beam sharpness is improved by the destructive interference.

The land-based HAARP (near Gakona, Alaska), the US Navy’s floating HAARP Sea-Based X-Band Radar (SBX) platform (location is classified) and the Air Force’s orbiting X-37B all have the ability to focus radio signals in a precise direction. These 3 X-Band phased arrays (land, sea and in orbit) uses extremely high frequencies to focus a powerful electromagnetic beam to specific locations in the Earth’s ionosphere. All three heat the ionosphere. Ionosphere heating is now being used by the United Sates government to modifying the natural ionosphere with the intent to cause extreme weather modification events like hurricanes, monsoon rain (flooding) and heatwave (drought).

All 3 of the US HAARP Weather Modification systems – the land based system in Alaska, the Sea Based SBX and the mini shuttle X-37B were all built for use as military weather modifying weapons of mass destruction – in direct violation of the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques.

HAARP stands for: High Frequency Active Auroral Research Program. HAARP is located in Gakona, Alaska and researcher and author Nick Begich refers to it as “Military’s Pandora’s Box”.

Motivation

The military were controlling the weather for several reasons, as detailed in minutes of an Air Ministry meeting held on 3 November 1953.[1] They included:

"bogging down enemy movement";
"incrementing the water flow in rivers and streams to hinder or stop enemy crossings";
clearing fog from airfields.

The Lynmouth disaster

On 16 August 1952 a severe flood occurred in the town of Lynmouth in north Devon. 9 inches (229 millimetres) of rain fell within twenty-four hours[2] and the East Lyn River rose rapidly and burst its banks. Thirty-four people died and many buildings and bridges were seriously damaged.

Conspiracy theorists speculate that Project Cumulus contributed to the conditions that caused this flood,[3] but evidence was never found. A few days before the disaster a seeding experiment was carried out over southern England. Alan Yates, an aeronautical engineer and glider pilot who was working with the operation, sprayed salt in the air and was "elated" to learn of a heavy rainfall in Staines shortly after.[1] Conspiracy theorists claim that there are rumours that official documents were deliberately destroyed and that certainly some classified documents are missing.[3]

Experts however deny that the experiments could have caused the accident. Meteorologist Philip Eden claims that "it is preposterous to blame the Lynmouth flood on such experiments".[4]

They've been openly cloud seeing here in the Texas Panhandle for years, although I can't tell that it's done a fuckin' thing other than waste money...

They don't use chemtrails though, they use Flares from prop-planes. The flares burn sending silver nitrate (I think that's right) particles into the clouds, then that is supposed to enhance rain prospects...

But we've been in the worse drought in Texas History here since 2005, so it's obviously a bunch of bullshit anyway...

Every year huge rotating storms packing winds greater than 74 miles per hour sweep across tropical seas and onto shorelines--often devastating large swaths of territory. When these roiling tempests--called hurricanes in the Atlantic and the eastern Pacific oceans, typhoons in the western Pacific and cyclones in the Indian Ocean--strike heavily populated areas, they can kill thousands and cause billions of dollars of property damage. And nothing, absolutely nothing, stands in their way.

But must these fearful forces of nature be forever beyond our control? My research colleagues and I think not. Our team is investigating how we might learn to nudge hurricanes onto more benign paths or otherwise defuse them. Although this bold goal probably lies decades in the future, we think our results show that it is not too early to study the possibilities.

My background in weather modification began when I was 15 by reading books on the subject; I had many sessions with WMA forefathers Schaefer & Vonnegutt as an undergrad; my academic and subsequent professional career concentrated on learning the fundamentals of weather modification relevant sciences and its technologies; president of WMA (2000-2002), Chair WMA Public Information Committee (since 2004). I now work as the contractor program manager for 2 NOAA programs. I am here on my own behalf, expressing my own beliefs. I began this process, engaged John Leedom, who engaged Senator Hutchison & her staff, and here we are today.

Weather modification technologies are key to dealing with many present and potential future scientific, environmental, and socioeconomic issues like steadily increasing human suffering and property damage caused by hazardous weather (e.g., severe weather-Katrina, supercooled fog, freezing rain), fire, and other environmental problems related to “acid rain”, biological or chemical warfare, for instance. Their application generally increases rainfall amount. Rain contributes 1% of the total global water budget. Global water consumption presently makes up 8% of the total global water budget. Models estimate about 40% of the world’s population will live in water – stressed areas by the decade of the 2020’s and consumption will increase. Further, air pollution (global warming) is (are) reported to reduce the amount of rainfall. Hence, a need to develop new technologies, while applying proven techniques. Water rationing and water management techniques are useful, they Do Not replenish the reduced rainwater amount. (They simply put a small band-aid on a wound that requires multiple stitches.) Therefore they fail to resolve the issues’ root cause. Alternatively, weather modification technologies increase the rainfall amount (compared to normal) under certain conditions. Therefore weather modification technologies can resolve the issues’ root cause, which will be ensured through the research and development program set up by passing S-517 and its companion bill (HR 2995).

I just asked a question on a thread I was reading yesterday where a guy in Canada was observing the odd behavior of squirrels around him (taking his food and storing at night).

At some point early in his post he made reference to the fact that he didn't believe in all that "Haarp bullshit".

A couple of other posters agreed... and I was quite surprised that they found it to be total bs.

I am only a casual observer and quite new to GLP but it would seem the evidence is overwhelming for weather modification.

This info only serves to validate the process exists.
