[ link to money.cnn.com] The answer for a win-win-win is this: When any ncp faces a judge, they have the option to enter the state-sponsored job program, tied in with affirmative action laws. The main problem with the child support system at the time is that in 9 cases out of 10 the courts side with the woman and attempt to completely cut the father out of the childrens lives or make it as difficult as possible to participate. What needs to happen is to quit punishing the low income NCP who by paying that child support payment puts themselves well below poverty. This situation only causes the NCP to go into the underground economy. If both parents are paying for the childs expenses, both parents are a custodial and share parenting time. then there should be no money being paid either way as both parents are taking responsibility for the child. I read a statistic that said approxamately 70% of men paid child support before the creation of the Child Support Enforcement Agency. Now that we have a CSEA we are able to collect from approximately 70% of the fathers. seems they have made a good improvement in the red tape department. Kids having Kids and then going to the courts and stomping thier feet saying make that bastard pay me some money.
