Popular vote is the thing the people get moist over that makes them feel warm and comfy inside, in reality its basically the electoral college that decides the POTUS.
We were meant to live for so much more, have we lost ourselves?

Based on most state's constitution, the state's popular vote determines who gets the state's electoral votes. Some states allow electoral voters to go against popular vote, but I believe it's only a couple of states.
