Every state should be allowed to grow it for food, (hemp oil) and the seeds are a great source of protein. THe fibers make great paper and cloth--and rope. The crop grows with little or no care on waste land--it breaks up clay soils and used to be legal. Of course this will hurt the people who are allowed to grow it now-- I bet it is a good fuel source too. Betting this is a trend and the rest of the states will follow for economic reasons.
