the decaying areas continue to decay, the few occupants with capability or decent parents move away, and further concentrate social and financial pathology and breed ever greater crime.
The crime tends to go to adjoining hoods like a cancer and destroys them as well.
Thanks to the failure of 'projects' section 8 housing is dropping little social cancer metastatsis into the decent remaining communities and the cancer continues apace
