The borrowing starts and ends with the FED. It's all owed back eventually to the FED. Bush Jr. didn't get the debt down. Clinton didn't get the debt down. Bush Sr. didn't get the debt down. Reagan didn't get the debt down. Carter didn't get the debt down. Nixon didn't get the debt down. Kennedy didn't get the debt down. Anyone see a pattern?
