They DID use voter fraud to their advantage in 2000 & 2004....and using the tricks up back then more than likely allowed them to be more easily spotted and accounted for now a days which is why it no longer works. I used to work the tech support at ES&S for the 2008 election & i am fairly certain McCain was "supposed" to win that in terms of vote rigging back then, but thankfully enough honest coworkers took out the questionable scripting in program and allowed us clean elections at that time.
