Saul was a Benjaminite, and hence an Israelite. His family was apparently one of the few Benjaminites/Judahites left intact by Herod's murder of the majority of the Sanhedrin in 37 BC. Although he called himself a Jew, he obviously was not one of Herod's fellow Idumaeans.
