They socialized the R&D of the first 50+ years of the space program, so that they could eventually privatize the profits.

Now, that the elites have full control of space exploration, the facade of NASA can continue, but this time only as the forward facing, feel-good PR vehicle, so that they can now go after the holy grail of the moon...helium-3, and wholly monopolize the profits.
