It's not total b.s. it's just that he's got the cause and effect switched. States that produce a lot of wealth often creep into higher and higher levels of welfare as they begin to be able to afford them. After a while, though, especially if they're not totally homogeneous and tiny (like the Scandanavian countries), they run up against fiscal realities and have to retrench. See England from 1945-present.

Welfare states have high costs of living due to the incessant need for entitlements. That equates to higher taxes. That is why people earn more to do similar tasks. You want to lure intelligent people you have to pay them more. These welfare population centers propagate their own problems by welcoming the masses to areas where affordable quality housing is a fairy tale to the majority.

You do know what average means don't you? You could have one guy making $200,000 and one guy working at McDonalds at minimum wage. Their average salary is going to be high, but one guy barely makes anything. Also, does welfare count as earnings in the income?

As for being highly paid that has many factors to it. One big one is state government employee pay. If the state pays a lot for it's workers it forces the market in those states to up their payscale also to remain competitive. I'd say this is what's happening. Which again, this goes back to those states being broke and in debt over their eyeballs.
