There is a passport...its NOT issued by the USA government.. so you do not need a US passport to get it, its issued by a country and its accepted at any airport. Second possibility...there is a ID that is often issued to illegal Mexicans who walk across the border into the USA. This ID allows them to apply for a drivers license and a US bank account. Once you get a drivers License you can use that to get other documents.
There are also other ways...

find out your ancestry, im sure there is some german in it! then go to the nearest german embassy proof to them that your grand grand father (for example) was german and you want to be a german citizen again. i heard this works with germany, i dunno bout other countrys...

I remember seeing a story about this journalist who basically fled the US by boat or plane, renounced his US citizenship. I'm not sure of what process it would take to become stateless so you would have to read up on this.
