Winter weather in North Dakota

So I noticed just by looking at the weather radar in the weather.com site for North Dakota that there is this pink oval over Minot that has stayed put within the past couple of hours. So everyplace around this area is having snow and colored in Blue but the area in this oval shape is having a mixture of frozen rain? Doesnt make sense. I wonder what this area has to protect itself from snow besides the nuclear weapons. Makes me really wonder about weather modification. I know its not a system glitch or radar glitch. Its to damn obvious.
