Didn't America's and Russia's leaders learn anything from the Cuban Missile Crisis in 1962? Unfortunately what they think they learned is that the Soviet blink first. This time that may not be the case. Krushchev was all systems go till Kennedy called him and offered to remove American missiles from Turkey ...if you call that Soviet blinking.
