I think it's a little more honest re: why the deal was cancelled... . . . The purchase - said to include attack helicopters and missiles - was only signed off in October. . . One Russian military expert has suggested the that Iraqi authorities scuppered the Russian arms deal under pressure from Washington... In early October, Mr Maliki said in a speech that he did not want Iraq to be "part of someone else's (arms) monopoly." But he faced criticism from political opponents who questioned buying from Russia, when multiple deals with the US had been signed. . . [link to www.bbc.co.uk] |

Here's what the Arab media is reporting - The Iraqi defence minister has denied media reports that a $4.2bn package of arms deals with Russia was cancelled due to corruption concerns. "The deal is going ahead," Saadun al-Dulaimi said at a press conference, following comments by Ali Mussawi, a senior adviser to the prime minister, who said the deal had been scrapped. Dulaimi denied that there was corruption in the deal, and said the government had simply been late in providing details about the deal to an anti-corruption committee. . . From AP The prime minister's spokesman, Ali al-Moussawi, said Saturday the proposed deal is now under review. Iraq's acting defense minister, Saadoun al-Dulaimi, insisted no money has changed hands so far and says the existing proposal "has become meaningless." Iraq: Exxon Pulls Out, Russia Wants In Iraq’s strategic effort to become the world’s leading oil producer has taken some bad knocks, with the defection of Exxon Mobil and other majors to independence-minded Kurdistan, and Wednesday’s expulsion of Turkey’s state oil outfit from an exploration deal. But Russia seems more than ready to step in and fill the gap in foreign investment that Baghdad needs to rebuild and expand its oil and gas industry on which the country’s future depends. China, eager to add Iraq’s oil to its ever-widening network of resource acquisitions in Africa and the Middle East, is also knocking on Baghdad’s door to take over production deals awarded largely to Western majors in 2009-10. Then RT (Russia) said it was simply under review... Then AP (US) said its being renegotiated... Elaboration - Iraq is ruled by Shia. It has aligned itself w/ Syria & Iran (and thus Russia & China)... It signed a huge new arms deal w/ Russia as part of this re-alignment. It's also renegotiating oil deals (US out / Russia in) BUT US spent a lot of money to "liberate" Iraq to put the Shia in charge. The US put pressure on Iraq to cancel these deals. Then something happened.... One government spokesman said the deals are cancelled. Then, deals were under review. Then, deals will be re-negotiated. What happened? Russia (Putin) must have applied counter-pressure. There's a power struggle going on in Iraq now... USA/Turkey/NATO on one side - Russia/China/Iran on the other.... And all of these inconsistent statements are just signs of who has landed the most recent punch.... Right now - re-negotiation - it's a draw (Russian ahead on points?) But let me check Google...It may have changed in the last hour... Upshot - He (or she) is saying Putin is going to win this battle... |

The turnaround follows the ouster of Russia's defense minister earlier this week, and allegations by Iraqi lawmakers and local media that the pending deal is tainted by graft. . . The deal would have strengthened Russia's ties to oil-rich Iraq at a time when the ruling regime of longtime Mideast ally Syria risks falling in the country's civil war. It now appears unlikely the sale will go through as previously planned. [link to www.google.com] |

Quoting: DarbyDoom Cancellation of the deal, which had been announced when Prime Minister Nuri al-Maliki led a delegation to Russia last month, is a setback for Moscow's attempts to firm up its slipping foothold in the Middle East and also throws into doubt efforts by Iraq to equip its armed forces.
