The variable between the rise of the first step and the last can be no more than 3/8 inch.
Usually the general rule is 7.5 rise by 10 inch run.
Depends on the floor finish.
Do the math.

I have no issue with the number 13 either.
so why is the wall 8ft and the rise no more than 7.75? why not 8.5ft and 7.5 rise?

You could use any size of anything but the different materials must match dimensions, ultimately.
The rise and run have to do with ease of climbing and balance.
The 1.5 inch overhang on treads is also for balance.
13 is merely a number.
One more than twelve.. one less than 14.
The 7/10 rise/run standard for humans is uncomfortable for reptilians...
If you get chased by one, find and run up a flight of stairs and you will lose him in the dust.
Kind the opposite of running from a bear.
Run downhill from a bear.. he has no brakes going downhill. At the last moment.. dodge sideways and the bear will keep going till he hits the bottom..
By then you can distance yourself from the bear
or from your slower friends, at least.
