Drop in the Estrogen levels to the point where their Testosterone levels are higher. The reverse happens to men as well (Testosteron drop to a point lower than the Estrogen). You see many older men with no hair on their legs (secondary sex characteristic). It's more profound in women hoever due to the nature of sexual differentiation. That is, the female form is the natural form of all humans until acted upon by testosterone, at which point sexual differentiation begins and is largely irreversible (ex vocal chords can thicken, but will never shrink - no matter what hormones you throw at it)

When the estrogen level goes down, the bother of long hair becomes too much.
