Calif: With jails jammed, state to drop some arrest warrants

So we (I am in Calif) just voted ourselves a tax increase, but we cannot keep the scum off the streets

The gunman, Lawrence Jones, was freed from prison in June 2011 and discharged from parole in May, even though his parole agent deemed him a danger.
