The arguments for the right of secession are unequivocal. There is the constitutional right based on the Compact Theory, and the revolutionary right based on the idea that a free people have the right to change their government anytime they see fit. There is a legal and constitutional process for states to split, merge, join, and leave.

This process requires the state(s) in question have their legislature(s) by vote approve the change proposal by a supermajority of 66%. Once approved by the state(s) it must then be sent to federal legilarure and be approved by both houses again by the same supermajority.

Then and only then can the change take place. The same process does not apply to dependant territories nor does it apply to protectorates.
