40 cal is a handgun ammunition. No "Army" is ever going to be eqiped with just handguns, because they're useless in any large scale combat situation.
Also the amount of ammunition purchased is rather small as well. The Military in Iraq uses billions of bullets each year. And think hos small Iraq is compared to the US.

They do use a lot, but based off of what was used during the first six months of the Iraq war of 2003, the military would not use more than 600 million rounds of military ball for the entire Iraqi war! That is based off of military resources.
