Now OKC is inhabited by people who are very militarized and very military friendly. Winnipeg is inhabited by old licentious drunks. I am understating the case in both examples.

Many people in Winnipeg have travelled to a several places worldwide, and only a couple, if any in the USA. And those are usually right across the border. They feel that they are the exotic foreigners when they travel.

People in OKC are usually of two types. Born and bred there, having maybe visited a neighboring state. And those that are there for business. Having traveled all over the USA, and oftentimes a few places worldwide.

They don't think of themselves as exotic travelers, they think of themselves as businessmen.

If a disaster were to occur in OKC, half of the people would see it as a holiday. The other half would call upon corporate assets from all directions to rebuild their interests. And as the infrastructure typically dates from this century, and all they have is wide open spaces and temperate weather, it would be accomplished shortly.

Counter that to Winnipeg, with it's aging infrastructure, pride of it's inconsequential history, and tightly packed city, and realize that there are two land avenues of entrance and egress. Realize that Canadians are the very best at denial.
