The rain water needs to replenish the aquifer within your township. Therefor, you do not own said rain from god.... YOU SHALL PAY UP. or..... You can tell these backwater fucking sellouts that their shit fuckin stinks and you'll get a recall vote going the minute they press further for this BS. THE RATES will only increase over time, you can consider this a tax on mother nature, or god, or for the environment you live in..... But you better stop this shit now, because a snow tax is next based on the amount of square footage your property encompasses.. How do I know?, I've already fought this battle and won... When I showed the council/ board members lived outside the area they proposed to tax... Thus, it was a tax on the common folk, not on them. Rise up. This is the same city that called for an 80% water rate increase over 5 years just a year ago saying “we have to make up for the lesser use of water by increasing rates” I pay around $1200 a year for water and sewer already that will be over $2000 a year by the time the increase is over in three years. Thos are are angry should form a protest to get more recognition to stop this illegal rain tax fee. This sounds rediculous i would definitely be holding signs infront of the city council. ""a $35 million annual effort to curb flooding in the region by managing stormwater runoff. But it will also be used to bill you. At some point people have to understand the only way for real change is to unite in protest no matter what the cost. People are so tied to a material life they are afraid to stand up in fear of loosing stuff but in reality they are loosing their stuff because they have no time to enjoy it. You can't enjoy your possessions if your are enslaved to a system requiring you to pay the mob to live. The mob is democratic and republican. They are the same and keep everyone believing in a change that is never going to happen. They want your faith so you don't take things into your own hands. Stand up Ohio. This is a storm water tax. The EPA has rules about the treatment of storm water in certain areas. The municipalities are having to either treat the storm water or treat the waste water to higher levels. In most situations, it is hogwash. Don't blame your local govt, blame the EPA. Municipalities withdraw water from local sources, treat it to be drinking water. Users consume the water, along with food and other kitchen wastes, then discharge that water to the sewer. The munis then treat that water (sewage) and discharge it back to the local water sources, usually the same river/lake from which it was withdrawn. The EPA requires municipalities to discharge the the treated waste water back to the original source in a cleaner state than it was originally withdrawn. Think about that. The municipalities are having to pay for this excessive treatment, which means that have to ignore other budget requirements, like maintaining the sewer system, to answer to these other excessive requirements. We can't afford these crazy rules. Don't blame your local officials, blame the root cause, the EPA, riverkeepers, and environmental natzis. No one here is suggesting that we don't have a clean environment, but to what degree is necessary? Putting the water back into the river cleaner than you withdrew it in the first place? That's crazy and unaffordable. |

Rain runs off pavement, overloads the storm sewer, and then causes raw sewage to be discharged into the lake. Green space does the opposite and protects the City's source water. Cleveland is gonna be the green city on the blue lake. |

Let me explain this, in a nutshell. The state of Washington has an enormous amount of rain, like 300 out of 365 days a year on average. These gullible fucks allowed the town shit4brains to pass a measure that makes it a crime to trap or use the water that hits their roof. Is that the most backwater fucked up thing you have ever heard?.... The state of Washington doesn't care that the very water replenishes the local aquafier, it only cares about the size of your roof, which is used to assess a tax. The water goes right down the downspout and into the street, and thus mixes with the gutter/street runoff and then into the local streams.... They try to claim their fees are to offset the local water treatment, but every year the fees go up and nothing is being done with the fees collect except to line the boards pockets. If you can't see through this bullshit, grab a pillow and go back to sleep. Property Tax - check Street Tax - check Sewer fees - check Water bill - check Rain runoff - check School tax - check Police tax - check Fire department - check 911 tax - check Landline phones - check Road tax - check Breathing tax - check .....at what point do you have to ask, how long you can afford your local board to make decisions for you? ....and every year, it's an increase on the people who make the jobs, work for a living, and have to support those who dont. Rise up. Oregon Constitution Article I, Section 27 The people shall have the right to bear arms for the defence of themselves, and the State, but the Military shall be kept in strict subordination to the civil power. |

BTW the EPA has picked up on this back in October 2009. This is why in court as all the surrounding cities sue Cleveland to stop this the water company only calls the "tax" a "fee". This is why the Cleveland court cases on this subject will create national precedence. This has been a long 5 year fight. Here is your direct link from the EPA. Snip:ENVIRONMENTAL PROTECTION AGENCY [EPA–HQ–OW–2009–0817; FRL–8975–8] Agency Information Collection Activities; Proposed Collection; Comment Request; Stormwater Management Including Discharges From Newly Developed and Redeveloped Sites; EPA ICR No. 2366.01, OMB Control No. 2040–NEW. AGENCY: Environmental Protection Agency. ACTION: Notice. Snip;Docket ID No. EPA–HQ–2009–0817 Affected entities: EPA is proposing to distribute three separate questionnaires focusing on gathering data pertaining to current stormwater management practices, including those used to control discharges from newly developed and redeveloped sites. The first questionnaire (‘‘Industry Questionnaire’’) targets establishments that develop and redevelop sites in the United States. Establishments receiving this questionnaire are classified by the following eight North American Industry Classification System (NAICS) codes: 236115: New Single-Family Housing Construction (except operative builders); 236116: New Multifamily Housing Construction (except operative builders); 236117: New Housing Operative Builders; 236210: Industrial Building Construction; 236220: Commercial and Institutional Building Construction; 237210: Land Subdivision; 237310: Highway, Street and Bridge Construction; and 237990: Other Heavy and Civil Engineering Construction. The second questionnaire (‘‘MS4 Questionnaire’’) targets owners or operators of municipal separate storm sewer systems (MS4s). This includes MS4 communities regulated under NPDES stormwater Phase I and Phase II regulations and other local government entities. Lastly, EPA designed the third questionnaire (‘‘States Questionnaire’’) to obtain information from the states and territories. Title: Information Collection Request for Stormwater Management Including Discharges from Newly Developed and Redeveloped Sites. ICR numbers: EPA ICR No. 2366.01, OMB Control No. 2040–NEW. ICR status: This ICR is for a new information collection activity. An Agency may not conduct or sponsor, and a person is not required to respond to, a collection of information, unless it displays a currently valid OMB control number. The OMB control numbers for EPA’s regulations in title 40 of the CFR, after appearing in the Federal Register when approved, are listed in 40 CFR part 9, are displayed either by publication in the Federal Register or by other appropriate means, such as on the related collection instrument or form, if applicable. The display of OMB control numbers in certain EPA regulations is consolidated in 40 CFR part 9. Abstract: As the urban, suburban and exurban human environment expands, there is an increase in impervious land cover and stormwater discharges. This increase in impervious land cover on developed sites reduces or eliminates the natural infiltration of precipitation. The resulting stormwater flows across roads, rooftops, and other impervious surfaces, picking up pollutants that are then discharged to our nation’s waters. In addition, the increased volume of stormwater discharges results in the scouring of rivers and streams, degrading the physical integrity of aquatic habitats, stream function and overall water quality. People with wells a septic system and no storm service still get charged. Snip: For residential properties, they have created a three-tier fee schedule. Tier 1 properties, those with less than 2,000 square feet of hard surface, will be charged $3.03 a month. Tier 2 properties with 2,000 to 3,999 square feet of impervious surface will be charged $5.05 monthly, and properties with 4,000 or more square feet will pay $9.09. All you have to do is this: Find out who is funding this agenda. Every bill has a sponsor, and most likely it is an Enviro group with ties to a local member of the board or agency. You then sue for collusion. You have a lot of work to do, as they are buried deep I to this, far before it every tries to be implemented, it is already hidden as to how it got to where you are now. You need to expose the people who signed off on this, show how they gained from this, who they are tied to that helped to get funding, and then... Then.... You need to file lawsuits as to the very agencies that passed this with your videos showing the very properties they manage have no storm water reclamation plan in effect. Every time a local sewer company states they are releasing raw untreated sewage based on the incapacity to handle the basic load on average, that they are violating the federal clean water act themselves. Trust me. You need to contact James Buchal. He's an expert on waste water discharge and the environmental hoax concerning "saving the environment" and the EPA & DEQ fallacies. He's not cheap, but he'll help you unfuck yourselves from the agenda.
