A country that was created to eventually implode. Let loose as a weapon against all of those that would not play ball with the IMF, it's people were indoctrinated into two camps, whose domestic views violently opposed the others. Able to arm themselves with weaponry to defend themselves from the enemy they were always warned about (coldwar, terrorists etc) they would eventually be led into austerity, where they would turn on each other instead of uniting(as most countries do) and massacre each other to such a point that the would have to be stripped of their weapons and herded into labor camps to be controlled. Only then will the slavery to the system become self-evident.
