Bad news ... New York fuel rationing based on number plate begins on Friday
New York Mayor Michael Bloomberg has ordered number plate-based petrol rationing, 10 days after Hurricane Sandy battered the city.
Fuel shortages since the superstorm hit have led to hours-long waiting times at pumps, and traffic chaos for commuters struggling to get to work. [link to www.bellenews.com]

the habor and docking areas for gas tankers were destroyed, they can't bring ships in if there's any danger of scuttling a tanker in New York harbor, that would be a huge disaster.

There could be a sunken ship down in the water, or some sort of metal debris that could puncture one of those tankers coming in. Nobody wants an Exxon Valdez in New York's harbour.
