Identify & remove the people doing the dividing, it'll be cheaper in many ways!

I heard talk of a global amnesty on certain nefarious individuals. We all have a good idea of who they are, we just need to out them publicly & make arrests or offer them amnesty if they simply resign & vanish back under the rocks they came from under.
Set the final date for amnesty as say, 21st Dec 2012 & you have a plan!
