A) Nobody would scream fire in a crowded place any more than they do now, which is next to never B) It takes the movie viewer all but 2 seconds to see that their is no fire, no alarms going off and return to viewing the fuckin movie (keep in mind the fact that someone yelling anything of great alarming value in a crowded place rarely happens with a law or without one).
