Let's go to the FEMA camps and cut their fences, just to troll them.
Quoting: Anonymous Coward 23460372 I think, based on Katrina, that the fences are to reduce crime so these temporarily housed people are protected from outside looters and random crime that ensues after such natural disasters in urban areas.
